Tracey M. Lehew is a U.S. Air Force veteran with professional experience spanning social work, team building, resource management, and health education. Her background brings a people-centered, organizational lens to strategy—grounded in understanding how individuals, teams, and institutions function under pressure.
Tracey’s expertise lies in organizational assessment, human perception dynamics, and mission alignment. She is particularly focused on ensuring that strategy is executable, ethical, sustainable, and that it all makes sense to any demographic—balancing performance demands with human realities and organizational branding.
As President of Quill & Arsenal Strategies, Tracey provides organizational leadership, operational oversight, and advisory support that integrates strategy with culture, resilience, and long-term effectiveness.

Brian "Pepe" Lehew is a retired U.S. Air Force Colonel with extensive experience in strategy development/assessment and articulation with concentrations in governmental policy and plans development toward human resources, operations, logistics, acquisitions, programming, functional-area management, sustainment, reserve component matters and more. A three-time unit commander, Brian also served as personal advisor and strategist to two members of the Joint Chiefs, as senior advisor to the Assistant Secretary of the Air Force for Manpower and Reserve Affairs, and as confidant for authoritative research and strategy to top service component generals and senior Pentagon civilian leadership. In theater, Brian led tactical through strategic operations, notably serving as the Air Component's senior liaison between commanding four-star generals to ensure the preservation of commander's intent, joint-and coalition-unity of effort, and seamless staff and execution level collaboration. He is grounded as both a boardroom and boots-on-the-ground leader that captures the full spectrum of organizational leadership, primarily through DOW and interagency lenses, but also in the private sector as a university lecturer, public relations account manager to large corporations, and as a journalist.
Throughout his career, and now with Quill and Arsenal, Brian operates at the nexus of strategy, operations, and tactics—with an arsenal of experience. But his true artistry comes from the quill—shaping narratives toward enduring outcomes. Brian translates complex realities into actionable decisions.
